Therefore, as part of the continuing effort to expedite and streamline procedures for processing refusal-to-pay Davis-Bacon and related Ac and contract Work Hours and Safety standards Act investigations, the responsibility for collection and debarment action in cases where agencies have conducted investigation has been delegated to the Wage and Hour Regional Administrators. In the past, Federal procurement agencies forwarded their investigation files direct1 to the Wage and Hour National Office for processing when the investigation resulted in a refusal-to- pay and/or recommendation for debarment. For the future, we are requesting agencies to forward these files directly to the appropriate Wage and Hour Regional Office for processing. This streamlined procedure should result in a more effective and timely enforcement program. All investigations are to be prepared in the following manner and should be forwarded to the appropriate Wage and Hour Regional Office shown on the attachment. Investigation files should contain: 1. A detailed narrative of investigation findings 2. Name and address of firm and its responsible official(s) 3. Copy of contract 4. Copy of wage decision 5. Copy of certified payroll records 6. Interview statements of employees 7. Completed computations of back wages 8. Confirmation of withholdings -2- Investigations which involve disputes of legal issues should continue to be submitted to the Wage and Hour National office in Washington, D. C.
