Washington -Office of Personnel Management (OPM) Director Linda M. Springer has announced Kathy Dillaman has been promoted to Associate Director for the newly designated Federal Investigative Services Division (FISD). Dillaman previously was Deputy Associate Director for the Center for Federal Investigative Services, formerly part of OPM's Division for Human Resources Products and Services.

"In the last few years, as investigations have become a more significant aspect of OPM's mission, the number of OPM employees and contractors working on investigations have risen dramatically," said OPM Director Springer.  "Nearly one third of OPM employees work on investigations as well as more than 6,000 contractors.  It became apparent this was a major part of our organization and the leader of the organization needed to be elevated within OPM's managerial structure." 

In February 2005, the Department of Defense (DoD) transferred responsibility for their personnel security investigations program, including over 1,800 investigative staff, from DoD to OPM. The move consolidated the vast majority of background investigations for the Federal government with OPM. 

"It is an honor to be elevated to Associate Director," said Dillaman.  "Director Springer recognizes the importance of what the Federal Investigative Services Division does, not only for OPM, but for the government as a whole.  I look forward to continuing to lead the work of the Federal Investigative Services Division and working more closely with Director Springer." 

OPM's Federal Investigative Services Division, headquartered in Boyers, Pennsylvania, supports thousands of Federal agency security offices worldwide. FISD's automated processing systems and vast network of field investigators have demonstrated high volume processing capability, handling over 1.4 million requests for various levels of background investigations during FY 2005.

Dillaman was born in Grove City, Pennsylvania. In 1996, she was one of the designers of the privatization of OPM's Office of Federal Investigations, now OPM's Investigations Service. As part of that effort, she participated in the design of an Employee Stock Ownership Plan (ESOP) that successfully converted a large Federal workforce to a commercial, employee-owned company under government contract. When implemented, Ms. Dillaman was selected as Program Manager to develop contract management systems and standards, and to manage FIPC operations. Prior to that, Dillaman was one of the senior managers responsible for the automation of OPM's investigations processing system. The Personnel Investigations Processing System (PIPS) is regarded as one of the government's most successful automation efforts. She and her husband Garry have two children and one grandchild.
