Mike delivers remarks on the House floor during consideration of the Regional Economic and Infrastructure Development Act of 2007. This legislation passed the House and contained the bill that Michaud originally authored creating a Northern Border Regional Commission (NBRC). The NBRC was passed into law in the summer of 2008 as a part of the Farm Bill.
