Top Clinton Officials to Meet with Rossell on Efforts to Improve Representation of Hispanics
in the Federal Workforce

 

San Juan Governor Pedro Rossell will meet with Janice R. Lachance, President Clintons top human resources official on Tuesday, June 6, to discuss efforts led by the U.S. Office of Personnel Management (OPM) to improve the representation of Hispanics in the federal workforce. Joining OPM Director Lachance will be Deputy Director John Seplveda, who is the highest ranking Hispanic, and Puerto Rican, at the agency. The courtesy visit will take place in the Governors mansion in San Juan.

Lachance launched a government-wide Hispanic Employment Initiative, entitled the Nine-Point Plan, in September of 1997. As a result of this initiative, the representation of Hispanics in the federal workforce has continued to improve steadily. In addition, the representation of Hispanics in the highest levels of government, the Senior Executive Service, has almost doubled during the Clinton/Gore Administration, from 1.4 percent in 1993 to 2.7 percent in 1999.

During her three-day visit to Puerto Rico, Lachance will deliver two keynote speeches at the 28th National Image Training Conference and Convention to be held in the Westin Rio Mar Hotel, in Rio Grande.

Lachance will also speak about OPMs government-wide Hispanic Employment Initiative on Wednesday, June 7, at 8 a.m. She will be followed by Deputy Director John Seplveda who will also address the conference.

Lachance and Seplveda will then visit the University of Puerto Rico, in Carolina, where OPM will donate a touch screen computer kiosk. Lachance will cut a ribbon to launch the kiosk, which provides information on over 15,000 job vacancies in the federal workforce worldwide.

On Thursday, June 8, at 11:30 a.m., Lachance will speak about the progress made to increase the representation of women in the top level positions of the federal workforce during the womens luncheon at the Image Conference.

On Youth Day, scheduled Friday, June 9, Seplveda will be presenting a workshop on federal opportunities.
