Washington, D.C. - Recognizing that agency and commercial partners are looking forward to greater participation with the e-Training initiative, U.S. Office of Personnel Management (OPM) Director Kay Coles James recently announced the GoLearn solicitation that will lead to contracts for online training, products and services which support the e-Training initiative. E-Training supports the development of the federal work force through simplified, one-stop access to high-quality online products and services that advance the accomplishment of agency missions.

"We would like to invite greater participation and broaden opportunity for the e-Learning vendor community to participate in the GoLearn contracting vehicle, enabling the establishment of multiple ‘Indefinite Delivery Indefinite Quantity' contracts for online training, products and services in support of the e-Training initiative," stated Norm Enger, manager of OPM's e-Government program.

OPM is looking for online training services, web-based human capital performance tools, educational instruction and supporting technology and services that will support and enhance the development of the federal work force, specifically: Learning Management Systems; Training Content COTS (Commercial-Off-The-Shelf ) Courseware; Collaboration Tools and Human Capital Performance Applications; Implementation, Customization and Integration Support Services; Consulting and Transformational Change Management; Academic Licensing, Credentials, and Online Degrees; and GoLearn staff support. Proposals are due by Tuesday, July 13, 2004.

"We are pleased more vendors want to contribute to the continual improvement of the e-Training initiative," remarked Enger. "We feel confident the solicitation will benefit e-Training users and further the goal of expanding electronic government under the President's Management Agenda."

E-Training is one of twenty-four e-Government initiatives outlined in the President's Management Agenda, President George W. Bush's strategy for making the federal government more focused on citizens and results, and one of five e-Government initiatives managed by OPM.
