NRC PUBLISHES FINAL ENVIRONMENTAL IMPACT STATEMENT
ON PROPOSED SPENT FUEL STORAGE FACILITY

The Nuclear Regulatory Commission staff is publishing a Final Environmental Impact Statement (FEIS) on the application by Private Fuel Storage, Limited Liability Company (PFS) for a license to construct and operate an independent spent nuclear fuel storage facility on the Reservation of the Skull Valley Band of the Goshute Indians near Tooele, Utah. Based on an evaluation of the PFS proposal and its reasonable alternatives, including a no-action alternative, the NRC concluded that the preferred alternative is the facility as proposed by PFS, with implementation of mitigation measures recommended by the cooperating Federal agencies.

NRC is reconsidering the kinds and amount of information that it makes publicly available, in order to avoid releasing sensitive information that might be helpful to a potential terrorist. Therefore, at this time, a public version of the "Final Environmental Impact Statement for the Construction and Operation of an Independent Spent Fuel Storage Installation on the Reservation of the Skull Valley Band of Goshute Indians and the Related Transportation Facility in Tooele County, Utah," NUREG-1714, with sensitive sections removed, or "redacted," is being posted on the web at http://www.hsrd.ornl.gov/nrc/special/environ/skullvalley.htm.

The redacted version will also be available electronically through the NRC's Electronic Reading Room at www.nrc.gov as an Agencywide Document Access and Management System (ADAMS) document, and available for viewing and reproduction (for a fee) through the NRC Public Document Room, Washington, D.C. 20555; telephone: 301/415-4737 or 1/800/397-4209; e-mail: pdr.resource@nrc.gov. The Public Document Room staff is available to provide help in accessing ADAMS.

The full text of the FEIS will be made available only to the NRC Atomic Safety and Licensing Board (ASLB) that is conducting a hearing on the application and to parties participating in the hearing who have signed a non-disclosure agreement.

The action evaluated in the FEIS involves the construction and operation of the proposed spent nuclear fuel storage facility at a site on the Reservation and transportation of the spent nuclear fuel from the existing railroad to the site by constructing a new rail siding and rail line to connect the proposed facility to the existing main rail line in Utah. ASLB hearing sessions on the application are expected to resume in Utah in April. Exact dates, time and place will be announced later.
