NRC SEEKS PUBLIC COMMENT ON ADDITIONAL
GUIDANCE FOR EARLY SITE PERMIT APPLICATIONS

The Nuclear Regulatory Commission has developed additional guidance, covering quality assurance and accident analysis, for its draft review standard for early site permit (ESP) applications for new nuclear power plants. The additions are now available for interim use and public comment.

The ESP process is intended to permit resolution of site-related issues regarding possible future construction and operation of a nuclear power plant at a site selected by an applicant. The review standard will be used by NRC staff in its review of an ESP application. It also informs potential applicants and other stakeholders of the information the staff needs to perform its review. The NRC plans to issue the final version of the review standard by the end of this year.

The draft review standard is available for public inspection and duplication through the NRC’s Public Document Room located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland, and from ADAMS, the NRC’s Agencywide Documents Access and Management System. ADAMS is accessible from the NRC Web site at: http://www.nrc.gov/reading-rm/adams.html. Help in using ADAMS is available from the Public Document Room staff by calling 1-800-397-4209.

Anyone may submit comments on the draft review standard. However, to be certain of consideration, comments must be received by June 13. Comments received after that date will be considered if it is practical to do so. Written comments on the review standard should be sent to: Director, New Reactor Licensing Project Office, Office of Nuclear Reactor Regulation, Mailstop O-4D9A, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555-0001. Comments may be hand-delivered to the NRC at 11555 Rockville Pike, Rockville, Maryland, between 7:45 a.m. and 4:15 p.m. on Federal workdays. Comments may be submitted electronically by the Internet to the NRC at esprs@nrc.gov.
