The regulations related to each program are summarized below:


Fellowships, Scholarships, and Similar Programs. 5 CFR 213.3102 (r) is an excepted service Schedule A, time-limited appointing authority. Positions are filled from a limited applicant pool and operate under requirements established between a Federal agency and a non-Federal organization. Appointments may not exceed 4 years. Public notice is not required.

Student Career Experience Program (SCEP). 5 CFR 213.3202 (b) designates SCEP as an excepted service appointment under Schedule B. The requirements define what a student is and describe eligibility requirements for student appointment under SCEP. The requirements also outline the components of the formal agreement between the agency, school, and student; and describe eligibility criteria for noncompetitive conversion to the competitive service upon students' satisfactory completion of diploma, degree, or certificate program requirements and work experience.

Federal Career Intern Program (FCIP). 5 CFR 213.3202 (o) provides regulatory requirements for the FCIP. It specifies that FCIP appointments are for 2 years; that initial appointments are made at the GS-5, 7, or 9 level; that agencies have a formal FCIP plan in place before using the FCIP; and that the plan must include a formal training program for their interns.

FCIP appointments are made under 5 CFR part 302. Public notice and time in grade are not required.
