This section presents examples of agencies that are using category rating under the authority of the Chief Human Capital Officers Act of 2002. The agencies are:

Examples of agencies that have successfully used a category rating approach under special authorities granted to them prior to passage of the CHCO Act can be found in the Additional Resources section.


U.S. International Trade Commission (USITC). The USITC turned to category rating because hiring managers sometimes found the "Rule of Three" (that is, selecting from the top three candidates) too restrictive for their hiring needs. Managers also felt that the staffing process did not allow measurement of meaningful differences between employees in their knowledge, skills, abilities, and competencies. Since its implementation, managers have provided positive feedback about category rating.

Nebraska National Guard. The Nebraska National Guard has effectively utilized category rating for accounting positions in partnership with OPM's Center for Talent Services. They have found this partnership most useful and efficient in finding high-quality candidates.
