GRIEVANCE PROCEDURE

The AGENCY proposed the following:
The following matters are specifically excluded from consideration under the Negotiated Grievance Procedure:
- Termination of a temporary promotion or limited term appointment.
- Any matter relating to management's decision to grant or refuse to grant a performance award, an honorary award or any other discretionary award, adopt or refuse to adopt a suggestion.
The UNION proposed the following:
The following matters are specifically excluded from consideration under the Negotiated Grievance Procedure:
- Termination of a temporary promotion only for just cause or limited term appointment.
- Any matter relating to management's decision to grant or refuse to grant an honorary award or any other discretionary award, adopt or refuse to adopt a suggestion.
The PANEL ordered the parties to adopt the UNION's proposal with subsection k. modified as follows:
- Termination of a temporary promotion, for reasons other than performance or conduct, or a limited term appointment.
