Federal departments and agencies must use the Recognitions and Agreements Change Form (OPM Form 913B) to provide information to this agency on the establishment of new or revised bargaining units and on negotiated or renegotiated collective bargaining agreements. This form may be submitted as an email attachment to CWRAP@opm.gov.
NOTE: Agencies are now required to provide an electronic copy of all negotiated agreements. The agreement(s) may be forwarded as an email attachment to CWRAP@opm.gov.
