Orange Grove Center

It was winter, and we were attending a meeting as a part of a national demonstration project in Washington, which included our HUD 202/8 group homes. Established in 1953, Orange Grove is a private non-profit organization serving adults and children with developmental disabilities. During one briefing we were told of a program that may help with the support services needed to make our programs successful, as the resident's needs went beyond the quality housing we provided through the 202 program.

This program was relatively new as we understood and limited in size and scope. We were challenged to design a project to fit within the guidelines, which allowed some project specific planning to take place. The prospect of funding personal support services, transportation and community involvement was appealing and would enhance the quality of life of the residents.

We had developed ten homes for eighty on scattered sites throughout our city. Residents were dependant on us to get to jobs in supported work settings. They needed help with personal matters ranging from hygiene to health. Community access was practically non existent.

We remember that it was winter because we were walking down the mall after dinner and discussing the CHSP opportunity in the bitter cold. Halfway back to our hotel we had a design that would serve our residents and satisfy the program parameters. We made notes on a paper bag that we picked up and brought back to Chattanooga. It was the basic design for our program which has enhanced the lives of well over 250 residents since 1983. We currently serve 88 residents in eleven homes.

These individuals have been able to reach some independence because of the long term support they have received. With the assistance of the CHSP and the flexibility allowed and encouraged by HUD, our residents have been able to make the transition from isolation at home to involvement in their community.
