We are a small rural independent living complex in Falls City, Nebraska which houses 61 elderly or disabled persons. Our CHSP started in October, 1984 and has served 165 clients. We currently have 17 tenants enrolled with an average age of 81 and an annual income of $9,000. We have a home health agency on site which provides most of our services.

We offer 2 meals 7 days a week served in a congregate setting, housekeeping services, personal care including medication monitoring and baths. Transportation services are provided by the local handibus.

The Blue Rivers Area Agency on Aging provides a registered dietitian who approves the menu plans in addition to nurses completing participant assessments. A Professional Assessment Committee (PAC) consisting of a nurse, 3 community support volunteers and the Executive Director meet quarterly with the CHSP Coordinator to review assessments, approve applications, terminations and discuss participant plans.

We have found many elderly persons have not had adequate diets. Their health has improved due to eating regular well-balanced meals. Many of our clients are low to moderate income and would not be able to afford the extra services required to remain independent without the program.

This program provides large savings to the taxpayer. The average cost of a plan with full range services plus rent and utilities averages $496.00 per month versus $3,000.00 for minimum nursing home care. It is heart warming to see a program which delays premature institutionalization at an affordable cost while maintaining a quality of life. We hope to see it broadened and modified to reduce regulatory burden while allowing continued program flexibility and remaining cost effective for the participant and the taxpayer.
