Federal agencies use effective merit-based human capital strategies to create a rewarding work environment that accomplishes the mission.

The ability to create an effective Government that is viewed as an employer of choice depends on an agency’s ability to develop and attract quality employees and to motivate them to perform at high levels. This motivation comes from doing creative and rewarding work in an environment that invests in employees’ growth and rewards their performance. The investment in human capital is the right thing to do if agencies are to achieve their mission. As part of the President’s Management Agenda, OPM is leading the Federal Government’s Strategic Management of Human Capital initiative. In this role, OPM is committed to being the President’s strategic advisor on human capital issues, to developing tools and providing support to agencies so they will succeed in their human capital transformation efforts, and to assisting in making the Federal Government an attractive place to work.

The outcomes for Goal 2 include:

  • Federal leadership has the ability to transform Government into an employer of choice;
  • Agency human capital needs are met during times of emergency;
  • OPM’s ongoing, day-to-day technical assistance and advice enables agencies to improve their human capital practices;
  • Agencies increase efficiency and reduce costs through e-Government solutions;
  • Agencies demonstrate an improvement in human capital management;
  • Agencies’ human capital practices comply with merit principles and prescribed standards; and
  • Merit system abuses are resolved and prevented from recurring.
63% of OPM employees are women.
