Who is Working on the Illegal Dumping?

  • Illegal dumping in the state of Louisiana falls under the jurisdiction of the Louisiana Department of Environmental Quality.
     
  • The Corps of Engineers does engage in enforcement actions where it is found that illegal dumping impacts jurisdictional wetlands and/or navigable waters of the United States.
     
  • The Corps is presently engaged in enforcement actions involving four sites within the Almonaster Corridor in the vicinity of the Old Gentilly landfill that involve violations of Section 404 of the Clean Water Act.
     
  • One of the four, the Webber site, located to the northeast of the Gentilly Landfill on Old Gentilly Road is in the process of being restored.
     
  • The Louisiana Department of Environmental Quality has an active surveillance program to monitor for illegal dumping within the corridor. Ongoing dialog between the Corps and LA-DEQ seeks to optimize the results of our respective regulatory actions.
     
  • We are confident that USACE contractors are not responsible for illegal dumping, as the basis for payment under Corps contracts is the measured quantity of material received at properly permitted landfill and debris management facilities only.
