If you were not enrolled in the Federal Employees Health Benefits (FEHB) Program (or covered as a family member under another FEHB enrollment) when you retired, you cannot enroll.

If you suspended your FEHB enrollment in order to enroll in a Medicare Advantage plan, TRICARE, CHAMPVA, Medicaid or a similar State-sponsored program of medical assistance for the needy, or use Peace Corps health insurance coverage, you may voluntarily reenroll during the annual Federal Benefits Open Season (mid-November through mid-December). If you involuntarily lose your Medicare Advantage, TRICARE, CHAMPVA, Medicaid or state-sponsored, or Peace Corps health insurance coverage, you can reenroll in FEHB the day after your coverage ends.

If you are eligible to continue FEHB enrollment into retirement but are covered under another person’s FEHB enrollment, you are eligible to enroll if you lose coverage under the other person’s enrollment. You can make this change from 31 days before through 60 days after the loss of coverage.
