[2] The 2004 locality rate replaces the 2003 rate. It is not paid in addition to or on top of the 2003 locality rate.

[3] This column shows the increase in total pay attributable to the new locality rates, rounded to two decimal places.

[4] The total increase includes the retroactive locality pay increase and the 2.7 percent across-the-board increase that became effective in January 2004 and is rounded to two decimal places.
