Housing Counseling Contacts and New Application Information

Single Family Mortgage Insurance Operations (including administration of the Housing Counseling Program), which were formerly performed in 81 field offices, are now consolidated into four homeownership centers. These centers are located in Philadelphia, Pennsylvania; Atlanta, Georgia; Denver, Colorado; and Santa Ana, California. The functions performed in each center include processing and underwriting mortgage insurance applications, quality assurance monitoring of lenders, sale of HUD Homes, as well as the administration of the Housing Counseling Program and its funding process.

The Philadelphia Homeownership Center (HOC) has jurisdiction over the following states and areas: Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia.

Proposed Agencies doing business in the Philadelphia Homeownership Center's jurisdiction that desire to become HUD-approved Housing Counseling providers should send their application to:
