Happy Holidays to everyone and we look forward to working with you in 2009. The FY 09 Procurement Forecast is posted on our website, so please review the opportunities to match your skills with our needs. The focus for FY 2009 remains on training, both internally and externally. Internally we will continue to train all acquisition and program office personnel. Externally we will maintain our support for conferences on a national, regional and local level. Emphasis remains on increasing our awards to HUBZone, Service-Disabled Veteran and 8(a) companies. Our VH8 event that was hosted on November 13, 2008, was very successful. We brought Service-Disabled Veteran-Owned, Veteran Owned, HUBZone and 8(a) businesses to this one-day session to meet with the Contracting and Program Office officials teamed with the Small Business Specialists from every Operating Division. In addition, we had five (5) of our major prime contractors that participated in the one-on-one meetings. This edition features Optimal Solutions Group, a very successful 8(a) Small Business that has worked for the Centers for Medicare and Medicaid Services (CMS) since 2002. They started out as a subcontractor, built their expertise and in 2005 were able to perform at the prime level. On March 5, 2009, the U.S. Women’s Chamber of Commerce is spotlighting HHS as their feature agency. (Details to follow) We also invite you to attend our Monthly Vendor Outreach sessions (VOS) held on the second Tuesdays of each month. CMS Awards Optimal Seven Contracts in 2008
Optimal Solutions Group, LLC (Optimal) was awarded seven prime contracts with the Centers for Medicare and Medicaid (CMS) this year alone. Optimal is a prime example of how small businesses are gaining traction and acceptance in an economy where “Big Business” seems to dominate federal contracting.
In 2002, Optimal, a nonpartisan public policy research firm, began working with federal agencies as a subcontractor on projects with the U.S. Department of Education and U.S. Department of Health & Human Services. The work was challenging and required innovation. It helped the company develop experience in randomized field trials and real-time data collection. Optimal quickly realized that its niche was in providing objective, quantitative research and evaluation using innovative approaches in processes and technology.
By 2005, Optimal attained sufficient technical experience on its own and had a past performance for federal, state, local, non-profit and commercial contracts that proved that it was ready for “prime time”. Optimal won contracts with several federal agencies on major research contracts as a prime contractor.
In 2005, a small project to perform secondary data analysis with CMS proved to be the “foot in the door”. Although Optimal did not have enough CMS work to warrant hiring a full time CMS researcher, yet it moved forward and hired its first CMS expert. With a large business and a small business as subcontractors, Optimal's team successfully executed the contract. More projects, such as the CMS Expert Witness and Medi-Medi contracts, soon followed. Optimal’s seven awards in 2008 proved it has the right business strategy in place.
According to its CEO, the most important factor contributing to the company's success is: good employees.
Exponential Growth:
In 2008 INC. Magazine rated Optimal as No. 154 in The Fastest Growing Private Companies in America. Optimal grew 1,458.7% between 2004 and 2008.
According to INC. Magazine, the Federal Government is spending more than $500 billion annually on Medicare and Medicaid. There is an ever-increasing need for fraud and waste research which is Optimal's fastest-growing division of study.

Government Contracting Myths & Realities
MYTH—To get business, all I have to do is register as a vendor with HHS and the CCR and I’ll get a contract.
REALITY—You must actually market your company’s products and services. You should promote the value your business has to offer so you will be considered for an acquisition.
MYTH—The lowest bid always wins.
REALITY—The lowest bids do not always get the contracts. Agencies are looking for innovation, best value, expertise, competence and a successful track record.
MYTH—I can’t compete against the “Big-Boys”.
REALITY—Yes you can! There are several ways, here are some:
You can be a subcontractor to a large company; you can team up with another firm to strengthen your capabilities.
Meet Small Business Specialists (SBS) at HHS’ monthly vendor outreach sessions, other conferences, fairs and outreach venues.
Small Business Specialists are your advocates and can assist you in the contracting process.
SBS are also available to assist via telephone e-mail and personal visits.

Contract Opportunities Abound at HHS
In a recent survey conducted by the National Small Business Association in August 2008, 53% of small business owners agreed that the most significant threat to their prospective advancement was economic uncertainty. Thirty one percent of small businesses have already planned on forming strategic alliances to advance their growth.
According to the National Small Business Association, every one in two individuals in the U.S. private workforce either owns or works for a small business. Small Businesses comprise 99.7% of all U.S. private employers and contribute more than half of the U.S. Gross Domestic Product.
Many small businesses have difficulty navigating the federal government contracting waters. They give up, sometimes just when they are about to reap the fruits of their labors. In times of financial uncertainty, obtaining contracts with the government can be rewarding in many ways. Among them are increasing your cash flow. You can generate additional contracts whether small or large, it can also make your company stronger by leading to alliances with large businesses that can last many years. The government pays their bills within the terms which make your receivables stronger. Your lending institutions will feel safer with government contracts when they look at your financial picture. And lastly, working on one project can open avenues for new contracting opportunities.
HHS is one of the larger Executive Agencies that buy goods and services in the nation after the Department of Defense. HHS has eleven Operating Divisions that account for most of the purchases.
The HHS OSDBU encourages all small businesses to research each one of these agencies.
HHS’ OSDBU meets or exceeds its overall small business goals. It also has in place aggressive plans to increase contracting with Service-Disabled Veteran-Owned, HUBZone and 8(a) small businesses.
