Small Business Program Policy Manual

Foreword


It is the policy of the U.S. Department of Health and Human Services (HHS) to ensure that opportunities to compete for and receive a fair share of the Department’s procurement expenditures are provided to small businesses, 8(a) Business Development concerns, Small Disadvantaged Businesses, Women Owned small businesses, Historically Underutilized Business Zones, Service-Disabled Veteran Owned small businesses, Minority Owned small businesses and Minority Serving Institutions.

The HHS Small Business Program Policy Manual (SBPM) implements the Small Business Act and supplements the Code of Federal Regulations, Federal Acquisition Regulation, Health and Human Services Acquisition Regulation, Office of Management and Budget Circulars, Small Business Administration policy and other related regulations. It is non-regulatory in nature and provides uniform procedures to support and encourage small business participation in the Department’s efforts to acquire goods and services. The SBPM is a living document that will be revised accordingly.
