Small Business Set-Asides Subpart 13.105 of the FAR provides guidance for the Federal Government in implementing its policy of placing a fair proportion of simplified acquisitions with small business concerns and minority business enterprises. Under this policy, each open market acquisition of supplies and services exceeding $2,500 and not exceeding $100,000 is reserved for small business whether using or not using simplified acquisition procedures. Simplified Acquisitions procedures are used for the purchase of equipment, supplies, services and research and development when the aggregate amount does not exceed the simplified acquisition threshold. When the Department has a requirement for products and services costing $25,000 or more, a notice is placed in the Commerce Business Daily inviting interested businesses to compete. Notice may also be sent to firms on the acquisitions offices' list of prospective bidders. |
