E-Training
The e-Training initiative, now referred to as the Human Resources Line of Business/ Human Resources Development (HR LOB/HRD) Program, is transforming learning by creating a premier e-Learning environment to support the development of the Federal workforce and to advance the accomplishment of agency missions through simplified and one-stop access to high quality e-Learning products, tools, and services.
The USALearning.gov site is a Governmentwide resource for the Federal workforce and appropriate non-Federal workers to access formal and informal learning opportunities that span e-Learning systems, content, and/or performance support tools available in the Federal Government.

Background
The HR LOB Human Resources Development (HRD) focus is on unifying, simplifying, and increasing access to high quality e-Learning products and services, among other larger Governmentwide learning and development subjects. This approach benefits the government and the Federal workforce by:
Governance
The HR LOB/HRD Program operates under the HR LOB governance structure.
Learning and Development Advisory Council (LDAC)
LDAC supports and provides advice to the HR LOB/HRD Program and fosters and evaluates standards for e-Learning systems. The LDAC is comprised of representatives from entities such as OPM, OMB, Cabinet Departments, and Independent Agencies.
The VOC is a community of e-Learning Practitioners from throughout Federal Government that meets quarterly for collaborative workshops and sharing of best practices.
The HSPC is the Federal Service Provider delivery arm for e-Learning and Human Capital products and services. There are two types of Service Providers: Those that provide learning infrastructure (such as learning management systems (LMSs) and those that provide learning content. Current Service Providers are GoLearn, FasTrac, National Technical Information Service (NTIS), the Foreign Service Institute (FSI), and the Defense Acquisition University (DAU).
The EAWG develops specifications and standards aligned with HR LOB and FEA for e-Learning products and services, including core functionality, data and technical parameters.
The CDWG develops best practices for Governmentwide course development and the Compliance Training Library (CTL) housing subject expert-endorsed courseware for mandatory, high-interest, and compliance training.
