National Partnership Council Meets in Oklahoma City April 9

Washington, D.C. -- President Clintons National Partnership Council (NPC) convenes in Oklahoma City on April 9 at the Federal Aviation Administrations (FAA) Mike Monroney Aeronautical Center to investigate how partnerships respond to crises, and learn about the FAAs labor-management partnership initiatives.

The NPC is a key component of the Clinton Administrations reinvention of government effort that aims to create a government that works better and costs less. The NPC was established in October, 1993, to forge better labor-management relations throughout the Executive Branch and encourage agencies and unions to work together cooperatively to better serve the American people. This is the first time the NPC has met in the Southern Plains states, and also the first time the NPC has had the opportunity to hear directly from the FAA about its innovative local and national partnership efforts.

Among NPC members expected to be present are: Jim King, Director of the U.S. Office of Personnel Management, and NPC Chair; Robert M. Tobias, National President of the National Treasury Employees Union (NTEU); John F. Leyden, Secretary-Treasurer of the Public Employee Department (AFL-CIO); George Munoz, Assistant Secretary for Management and Chief Financial Officer for the Treasury Department; and Michael Styles, President, Federal Managers Association.

In addition to hearing from local union and management leaders from the Oklahoma City area on the important role partnership played in the aftermath of the bombing of the Alfred P. Murrah Federal Building, labor and management representatives from the FAA Monroney Center will discuss the use of interest-based bargaining and the resulting benefits.

The public and the media are welcome to attend the meeting which will be held at Mike Monroney Aeronautical Center, Federal Aviation Administration, Building 6, Room 102, 6500 South MacArthur Boulevard, Oklahoma City, OK. The session begins at 9:30 a.m. (Oklahoma City time) and concludes at noon.

Speakers include the Monroney Center Director, Lindy Ritz; local union presidents at the FAA; LeAnn Jenkins, Executive Director of the Oklahoma FEB; and Gary Miles, National Vice President, AFGE District 9.
