OPM ISSUES REGULATIONS ALLOWING AGENCIES TO
ESTABLISH COMMUNICATION SYSTEMS WITH OUTSIDE GROUPS

Washington, D.C. -- The Office of Personnel Management is issuing proposed regulations governing agency relations with managerial, supervisory, professional, and other organizations that are not labor organziations.

The regulations incorporate certain provisions that existed in the former Federal Personnel Manual (FPM) which was eliminated on December 31, 1994 as part of OPM's reinvention initiatives.

The proposed rules require agencies to establish systems for intramanagement communications and consultation with associations of supervisors and managers and to provide a framework for dealing with organziations that are not supervisory or managerial.

"The proposed regulations will allow agencies to tap into groups that have the potential to improve agency operations, personnel management and employee effectiveness," said OPM Director Jim King. "The exchange of information can only help serve the public interest in accomplishing the mission of the agency."

The proposed rules provide a framework for working with other organizations such as professional associations, civic and consumer groups and organizations concerned with special social interest. Agencies are not required, however, to establish systems of communications comparable to those created for recognized associations of managers and supervisors.

In addition, the regulations remind employees about certain activities which are prohibited and advises them to consult with their designated agency ethics official for guidance regarding any conflicts of interest which may arise.
