Reginald Brown

Mr. Brown is the Director of Modernization and HR Line of Business with the Office of Personnel Management. Most recently, he was Director of the Transformation Planning and Performance Directorate, of the Defense Business Transformation Agency (BTA) and has over 22 years of experience in systems development, systems implementation, systems deployment and project management. Prior to this, he served as the Deputy Director of the Transformation Support Office, a predecessor to the BTA. Mr. Brown has several years of Enterprise Architecture development experience from his service as Chief of the Enterprise Architecture Maintenance and Extension Branch for the Business Enterprise Architecture and is well versed in managing multi-sector teams comprised of government and contractor personnel.

Mr. Brown began his Federal career with the Regional Financial Services Department of the Naval Supply Center, Oakland, California, where he excelled as a supply systems analyst, financial systems analyst, and program analyst working within multiple areas of financial management including payroll processing, vendor pay, disbursing, accounting, stock fund and working capital. He served as Director of the Financial Management Division, and later as the MWR Director for the Naval Weapons Station, Concord, California. As a result of a base closure, Mr. Brown became the Branch Chief for Vendor Payments at the Defense Finance and Accounting Service (DFAS), Oakland.

In 1996, Mr. Brown was selected to be the Acting Program Manager for the implementation of the Defense Working Capital System (DWAS) at the Navy Public Works, San Diego, California, and later served as Team Leader for vendor payment fraud detection efforts for the Operation Mongoose program located in Monterey, California. In April 2001, he joined the Systems Integration Directorate of DFAS, Arlington, Virginia, and worked on key financial management systems initiatives with Air Force and Army activities before assuming leadership of the DoD Initiatives Branch.

Mr. Brown majored in accounting for his undergraduate studies at San Francisco State University and holds a Master's of Business Administration in Technology Management from the University of Phoenix. He is a graduate of the Professional Military Comptrollership School, a graduate from the Federal Executive Institute, and holds a Certificate of Senior Executive Leadership from Georgetown University. In addition, Mr. Brown is a certified acquisition level three professional within the field of Program Management.
