This report was prepared by the Division of Population Surveys in the Office of Applied Studies (OAS), Substance Abuse and Mental Health Services Administration (SAMHSA), and by RTI, Research Triangle Park, North Carolina. At RTI, Ralph Folsom was responsible for the overall methodology and estimation for the model-based Bayes estimates and prediction intervals.
