Director,
Office of Departmental Grants Management and Oversight, U.S. Department
of Housing and Urban Development. This
office serves as the single point of contact for grants management
information within the Department of Housing and Urban Development.
The office is responsible for implementing HUD's SuperNOFA in which
the majority of HUD's competitive programs are announced in a single
notice; development of performance eLogic models for each program;
and working with the 26 other federal grant making agencies to simplify
and streamline application and reporting requirements under Public
Law 106-107, the Federal Financial Assistance Management Improvement
Act of 1999.
Barbara has been with HUD for 31 years and has held a variety of
policy and program positions in the Office of Administration, Office
of the Secretary and the Office of Community Planning and Development
within HUD. Her experiences include development of grants policy
and program management, personnel management, workload analysis,
and field office organizational structure. She has received numerous
awards and honors including the Secretary's Award for Excellence
in 1999 and the National Grants Management Association Distinguished
Service Award in 2004.
