- Recruiting and applicant testing
- Policy development and administration
- Process personnel actions
- Orienting, training, and staff development
- Administer the classification and compensation plans
- Managing labor and employee relations
- Contract negotiations and administration
- Benefits administration
- Advice and consultation on all personnel matters
