This special issue, dedicated to workshop proceedings, was part of a lobbying effort to convince Congress to change both the Medicare and Medicaid Statutes to authorize reimbursement for respiratory home care services and includes an appeal from Surgeon General C. Everett Koop, M.D., for "society to share the problems of the handicapped." NOTE: This publication was originally printed in color. Digital Manuscripts Program staff enhanced images of text to make text more legible.
