Using Flexibilities

At OPM, our priority is to help Federal human resources specialists improve on the time it takes to hire new talent.

Changes in hiring procedures were first proposed by President George W. Bush in his "Freedom to Manage" initiative. The Congress then enacted a number of important new hiring flexibilities as part of the Chief Human Capital Officers Act of 2002.

These new authorities, coupled with those that already existed, have the potential for dramatically improving your ability to get the right people in the right jobs at the right time. The purpose of this site is to provide you with a toolkit on using hiring flexibilities.
