The NIH is currently operating under a Continuing Resolution (CR) which extends until March 6, 2009. At this time, we do not know whether or not the CR will be extended or, if it is, for how long. The CR provides funds under the same terms and conditions as FY 2008 while directing that agencies preserve maximum flexibility for the Congress and Administration to make final decisions. The October 2, 2008 Guide notice Non-Competing Grant Awards under the Current Continuing Resolution transmits NIH’s fiscal policy for this time period regarding non-competing awards. Since we do not have a budget for FY 2009, it is not possible at this time for the NIDCR to set funding or success rate goals for the fiscal year. As the year progresses and the budget picture becomes clearer, we will be able to provide a more definitive funding plan.
