REMARKS: | IMC 1202 (Senior Resident Inspector Site Turnover) is issued to
assure that a comprehensive and effective turnover process is conducted
in a uniform manner at all reactor sites.
IMC 2515 (Light-Water Reactor Inspection Program - Operations Phase) has been revised to incorporate changes based on input from focus groups, following the first year of implementing the Reactor Oversight Process. Changes were made in guidance related to planning significant alterations to the baseline inspection program and individual sites, communicating inspection observations to licensees, and plant status as a deep backshift activity. IMC 2515, Appendix A (Risk-Informed Baseline Inspection Program) has been revised to clarify guidance for distributing inspection effort across units at multi-unit sites, and focusing efforts if no inspection opportunities are available. IMC 2515, Appendix B (Supplemental Inspection Program) has been revised to include new Inspection Procedure 62710, "Power-Operated Gate Valve Pressure Locking and Thermal Binding." IMC 2515. Appendix D (Plant Status) has been revised to promote more uniform understanding and implementation. Additionally, this revision emphasizes that inspectors must transition to the appropriate baseline inspection when their effort shifts from collecting status information to evaluating a potential inspection issue. IP 62710 (Power-Operated Gate Valve Pressure Locking and Thermal Binding) is issued to be used in conjunction with supplemental inspection procedure 95002 to evaluate the extent of condition of performance issues associated with power operated valves. IP 71111.01 (Adverse Weather Protection) has been revised to provide detailed inspection requirements and guidance for evaluating licensee's readiness for seasonal susceptibilities and impending weather conditions. In addition, the inspection resource estimate is revised to provide a band for more inspection flexibility. IP 71111.02 (Evaluations of Changes, Tests, or Experiments) has been revised to change the frequency of inspection from "annual" to "biennial" review, and to allow some latitude in sample size and estimated resources. IP 71111.04 (Equipment Alignment) has been revised to provide clarifications to the inspection requirements concerning partial walkdowns and identification and resolution of problems. In addition, inspection resource estimates and level of effort are revised to provide a band for more inspection flexibility. IP 71111.06 (Flood Protection Measures) has been revised to provide additional clarifications to the inspection activities concerning underground bunkers/manholes and walkdown of |
IP 71111.07 (Heat Sink Performance) has been revised to differentiate
between heat sinks and heat exchangers, including their independent performance
requirements. In addition, inspection resource estimates and level of effort
are revised to provide a band for more inspection flexibility.
IP 71111.13 (Maintenance Risk Assessments and Emergent Work Control) has been revised to provide bands for inspection resource estimates and sample sizes and guidance for inspection procedure status. IP 71111.15 (Operability Evaluations) has been revised to provide minor clarifications to inspection requirements and additional inspection guidance concerning operability evaluations. In addition, inspection resource estimates and inspection level of effort are revised to provide a band for more inspection flexibility. IP 71111.16 (Operator Workarounds) has been revised to address how and what to inspect for generic and risk-significant operator workarounds. In addition, inspection resource estimates and inspection level of effort are revised to provide a band for more inspection flexibility. IP 71111.17 (Permanent Plant Modifications) has been revised to include a pre-inspection visit and more accurately identify sample size. In addition, inspection resource estimates and inspection level of effort are revised to provide a band for more inspection flexibility. IP 71111.19 (Post-Maintenance Testing) has been revised to provide detailed inspection requirements concerning inspection activity. In addition, inspection resource estimates and inspection level of effort are revised to provide a band for more inspection flexibility. IP 71111.20 (Refueling and Other Outage Activities) has been revised to integrate with IMC 0609, Appendix G, "Shutdown Operations Significance Determination Process," regarding risk insights and how to evaluate inspection findings. It also addresses refueling controls, improper sequencing of control rods or fuel assemblies, reactivity control, and methods to ensure fuel assembles are loaded in correct positions. |

IP 71111.22 (Surveillance Testing) has been revised to incorporate
minor changes to the inspection requirements. In addition, inspection resource
estimates and inspection level of effort are revised to provide a band for
more inspection flexibility.
IP 71111.23 (Temporary Plant Modifications) has been revised to address regional comments on how to adequately determine the combined effects of several temporary modifications on the safe operation of the plant, and to provide some latitude in sample sizes and estimated resources. IP 71152 (Identification and Resolution of Problems) has been revised to include changing the inspection frequency to biennial and add guidance on the conduct of inspections of 3 to 6 samples per year outside of the team inspections. IP 71153 (Event Followup) has been revised to delete the previous Appendix A since that material was included in Management Directive 8.3. It also clarifies that written LERs are to be reviewed, but not telephone notifications to the NRC Operations Center for invalid actuations, as allowed in 10 CFR 50.73. IP 95001 (Inspection For One or Two White Inputs in a Strategic Performance Area) has been revised to include minor editorial changes. IP 95002 (Inspection For One Degraded Cornerstone of Any three White Inputs in a Strategic Performance Area) has been revised to include minor editorial changes. IP 95003 (Supplemental Inspection For Repetitive Degraded Cornerstones, Multiple Degraded Cornerstones, Multiple Yellow Inputs, or One Red Input) has been revised to incorporate lessons learned from Indian Point 2 inspections, and adds a section on security, which was not included in the initial version of this procedure. IP 95003.01(Emergency Preparedness) has been revised to reflect lessons learned from Indian Point 2 inspections. 9900 Technical Guidance - Maintenance (Voluntary Entry Into Limiting Conditions For Operation Action Statements To Perform Preventive Maintenance) has been revised to incorporate a discussion of 10 CFR 50.65 (a)(4) requirements and guidance. |
