2.0 Site Status Summary

The license for COGEMA Mining, Inc. includes three sites: the West Cole Project, the O'Hern Project and the Holiday/El Mesquite Projects. The West Cole Project was an in situ leach well field and processing plant, where pregnant lixiviant was processed to the yellowcake slurry stage. The O'Hern Project was an in situ leach well field and processing plant to the ion exchange loaded resin change. Loaded resin was transferred to the Holiday/El Mesquite processing plant for further processing to dried yellowcake. The Holiday/El Mesquite Projects were in situ leach well fields and a central processing plant to the dried yellowcake stage. The West Cole site has been decommissioned and released for unrestricted use. The O'Hern site has been decommissioned and the licensee plans to submit a report to the NRC requesting confirmatory surveys in order to release the site for unrestricted use. The Holiday/Mesquite plant site is currently undergoing decommissioning, and final surface relamation activities in the well fields are ongoing.

License R03024 was initially issued as L03024 to Tenneco Uranium, Inc. for the West Cole Project in July 1981. That license authorized in situ mining and concentration into yellowcake slurry. The license was transferred to Total Minerals Corporation in March of 1987. The license was amended in September of 1998 to transfer the license to COGEMA Mining, Inc. and to add the Holiday/El Mesquite Projects and the O'Hern Project to the license. The Holiday/El Mesquite Projects were initially authorized under License No. 10-2436 issued to Mobil Oil Corporation in 1978. In March 1980, the O'Hern Project was added to the license. The license was transferred to Nufuels Corporation in February 1981, and subsequently transferred back to Mobil Oil Corporation in 1982. The license was again transferred in September 1987 to Malapai Resources Company. License No. 2436 was terminated in September 1998 when the projects were added to License No. L03024. The West Cole Project was an in situ leach well field and processing plant. Pregnant lixiviant was processed to the yellowcake slurry stage. The groundwater in the well fields has been restored to the levels authorized in the underground injection control permits. The wells have been plugged and abandoned and the UIC permits revoked. The processing plant facility has been decommissioned and the entire site released to unrestricted use. The O'Hern Project was an in situ leach well field and processing plant to the ion exchange loaded resin change. Loaded resin was transferred to the Holiday/El Mesquite processing plant for further processing to dried yellowcake. The groundwater in the well fields has been restored to the levels authorized in the underground injection control permits. The wells have been plugged and abandoned and the UIC permits revoked. The processing plant facility has been decommissioned and the licensee is in the stages of preparing a report to submit to the agency and request confirmatory surveys and release to unrestricted use. The Holiday/El Mesquite Projects were in situ leach well fields and a central processing plant to the dried yellowcake stage. The groundwater in the well fields has been restored to the levels authorized in the underground injection control permits. The wells have been plugged and abandoned and the UIC permits revoked. The licensee is in the process of decommissioning the plant site and engaged in final surface reclamation activities in the well fields.
