2.0 Site Status Summary

The PCC Structurals, Inc. site (formerly known as Precision Cast Parts), located in Milwaukie, Oregon is an active licensee under ORE-90232 license to cast aircraft and other metal parts. Under the ORE-90354 license, PCC Structurals used a proprietary thorium casting process that resulted in fixed contamination of portions of the existing plant and drainage systems. Decommissioning and cleanup of any vacated or modified spaces is required during any renovations or clearance of identified areas with fixed contamination.

Prior cleanouts of the Portland sewer system drainage from the plant has also occurred during at least two periods in the past 15 years. Amendment #46 to the ORE-90354 PCC Structurals, Inc. license signed on September 18, 2007 ties in a PCC Structurals, Inc. letter dated June 1, 2007 to current Decommissioning cost estimate of $10.3 Million upon termination of current licensed activities. An annual update of the Parent Company Guarantee is required per license condition.

3.0 Major Technical or Regulatory Issues

Periodic sewer system cleanout to remove sediment buildup is conducted approximately every 10 years and each section is evaluated for thorium contamination prior to cleanout. During past sewer cleanouts, residue removed during cleanout has been pumped into Baker tanks and settled out with flocculants to separate materials for proper disposal. Sampling and gamma spectroscopy analysis is used to determine contamination levels and release limits for materials removed during these remedial activities in cooperation with the City of Portland.
