2.0 Site Status Summary

INEOS USA, LLC (formerly BP Chemicals Incorporated) operates a chemical manufacturing facility in an industrial area on the south side of Lima, Ohio.

An Acrylonitrile catalyst material, containing depleted uranium (DU) was utilized under USNRC license number SUB-908. The use of the catalyst was discontinued in 1971. In May 1996, INEOS was authorized by the USNRC, i.a.w. 10 CFR 20.2002, to dispose of limited quantities of DU contaminated materials in RCRA designed on-site disposal cells. On August 31, 1999, The Ohio Department of Health, Bureau of Radiation Protection (BRP) became a US Nuclear Regulatory Commission Agreement state and assumed regulatory authority over this site decommissioning. From September 1999 through August 2003, twenty-one areas of the site were remediated and released for unrestricted use. 3.0 Major Technical or Regulatory Issues

Four areas of the site could not be remediated due to their proximity to equipment vital to the continued operation of the facility. These areas are posted and controlled under the radiation safety program. On October 6, 2004, the INEOS site decommissioning license was amended / converted into a long-term source material possession license. ODH rules do not allow for license termination under a restricted release. INEOS projects that decommissioning will not resume before the year 2019.
