Drawing on Surgeon General C. Everett Koop's "General Report on the Health Consequences of Involuntary Smoking" (1986), anti-smoking organizations like the American Lung Association shifted the debate over the health effects of smoking from a concern with the smoker to a concern with household members and other bystanders exposed to second-hand smoking.
