President Clinton signed the Ryan White CARE Act Amendments of 1996, on May 20, 1996. Section 9 prohibits requiring a Federal employee to attend or participate in an HIV or AIDS training program, if the employee objects, unless the training is necessary to protect the health and safety of the employee and the individuals served by the employee.
