Which laws and regulations govern each Program?

Answer:

The Federal Employees Health Benefits (FEHB) Program is governed by Title 5 United States Code Chapter 89.

The FEHB Program is regulated by Title 5, Chapter I, Part 890 of the Code of Federal Regulations (Federal Employees). Regulations for Retired Federal Employees can be found in Title 5, Chapter I, Part 891 of the Code of Federal Regulations (Retired Federal Employees).
