- Length of time is defined as time spent in continuous substitute care; states are instructed that temporary visit/furloughs are not to be considered as breaks in continuity.
- Median time free for adoption, reported in months. Because the width of one of the question categories has no clear upper limit, under some circumstances only a lower limit may be computed for the median. These cases are indicated by a greater-than sign (>).
The median is calculated based upon the following formula:
Md=Lmd + (Md# - CFmd) x imd

In other words, the Median time free (Md) equals the Lower Limit of the Median class (Lmd), plus the product of the Median number (Md#) minus the cumulative frequency of the class preceding the Median (CFmd), divided by the frequency of the median class (fmd), multiplied by the width of the median class (imd). The resulting calculation was then rounded to one decimal point
