Skills Match (ISM) selects and matches the best qualified
job seekers with the most suitable employers. Job seekers build
their resume based on skills and education, while employers post
online job orders detailing required skills and education levels.
When real-time matches occur, both sides can be contacted via
email, telephone or regular mail. There is no charge, and it's
easy.

National Labor Exchange is a service of DirectEmployers
Association, a nonprofit consortium of leading U.S. corporations,
in alliance with the National Association of State Workforce
Agencies (NASWA). The Association's online services also include
DirectEmployers.com, an Internet search engine dedicated exclusively
to employment.

is a comprehensive, career management portal designed to "Change
Your World" when it comes to finding a new job or filling a
position. Developed by the same team that created the first
Internet-based job portal, America's Job Exchange offers trusted,
comprehensive, and free career management services to job seekers,
employers and states.
Trade
Programs
IDES
assists in administering the federal trade programs (Trade
Adjustment Assistance, or TAA), specifically for Illinois employers
facing layoffs or plant closings, or for their workers, who become
unemployed as a result of foreign imports.
The Bureau
of Workforce Development of the Illinois
Department of Commerce & Economic Opportunity has
been designated in Illinois as the agency to administer the
TAA program in conjunction with IDES.

Obtain blank petitions:
A foreign worker seeking to immigrate to the United States on the
basis of employment must obtain an offer of permanent full-time
employment from an employer in the United States. The person cannot
be admitted as a permanent resident unless, among other things,
the employer obtains a labor certification from the U.S.
Department of Labor (USDOL) that qualified U.S. workers are
not available for the employment offered to the alien, and that
the wages and working conditions offered will not adversely affect
those of similarly employed U.S. workers.
IDES operates the Foreign
Labor Employment Certification Program under an annual grant
from USDOL. The program assists those Illinois employers, who are
unable to find qualified U.S. workers, to document their need to
hire aliens who lack legal authorization to work permanently in
the United States.

(MSFW)

Each
IDES/IETC office offers Migrant Seasonal Farm Workers (MSFW) a
full range of employment services. Offices
designated as “Significant MSFW Offices” provide bilingual
Outreach Worker staff trained to provide specific U.S. Department
of Labor, Employment and Training Administration MSFW-mandated
program services. The Illinois “Significant Offices” also
provides or arranges for field outreach and service
to MSFW's. Click for

All Illinois IDES offices makes arrangements and coordinates
with partner organizations, public, and private groups providing
similar services, for MSFW program assistance. For further

Use the Work Opportunity
Tax Credit to take
as much as $9,000 directly off your federal income tax each time
you hire someone from a specified group of disadvantaged workers.
IDES administers this tax credit program on behalf of the U.S.
Department of Labor to encourage employers to hire targeted
groups of job seekers. Employers should call their local IETC
for details on participation and current program status.

The Federal
Bonding Program
Many employers carry
insurance to protect themselves against employee dishonesty,
theft, or embezzlement. However, insurance companies often refuse
to cover high-risk employees, and many employers will not hire
individuals who lack coverage.
The Federal Bonding
Program, administered through IDES, provides fidelity bonding
at no cost to the employer or the employee. >>

The Worker Adjustment and Retraining Notification (WARN) Act requires
employers to provide advance notification to workers when faced
with a plant closing or mass layoff.

The Illinois Workers' Compensation Commission handles claims
for benefits based on work-related injuries and diseases.
Equal Employment Opportunity
State and federal laws prohibit employment
discrimination based on race, color, sex, religion, national origin,
disability, and some other factors. Depending on the circumstances,
jurisdiction may be local, state, or federal. Copies of the various
laws, information about filing claims, mediation services, and the

Income & Payroll Taxes
Unemployment Insurance benefits are considered income for state
and federal income tax purposes, and recipients may elect to withhold
federal income taxes from UI benefit payments. State income taxes,
however, may not be withheld. Each year (usually January),
IDES provides Form 1099-G, a statement of benefits paid, to individuals
who received benefits during the previous tax year. For more

programs, Medicare, and others.

Safety
The Occupational
Safety and Health Administration establishes and enforces protective
standards for the work place.
