October 30, 1995: Appointment of Nonstatus Employees Entitled to Placement in a Different Agency Upon Restoration to Duty From Uniformed Service.
The Office of Personnel Management (OPM) is issuing interim regulations to permit Schedule A appointments of certain excepted service employees who are entitled to placement in a different agency if their original employing agency cannot reemploy them following uniformed service. These regulations implement the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA), Public Law 103-353, which mandates such placement. Interim regulations setting out the categories of employees who are eligible for this assistance and OPM's responsibility for placing them were published for comment on September 1, 1995 (60 FR 45650).

October 30, 1995: Prevailing Rate Systems; Abolishment of Marin-Sonoma, CA, Nonappropriated Fund Wage Area
The Office of Personnel Management is issuing interim regulations to abolish the Marin-Sonoma, CA, nonappropriated fund (NAF) Federal Wage System (FWS) wage area and redefine the two counties having continuing FWS employment (Marin and Sonoma Counties) as areas of application to the Solano, CA, NAF wage area for pay-setting purposes. No employee's wage rate will be reduced as a result of this change.

October 27, 1995: Notice of Intent To Request OMB Approval for Continuation of Form OPM-1386
Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. 3506-3507), the Office of Personnel Management plans to submit to the Office of Management and Budget a request to extend its approval of form OPM-1386, Applicant Race and National Origin Questionnaire, which gathers information concerning the race and national origin of applicants for employment under the Outstanding Scholar provision of the Luevano Consent Decree, 93 F.R.D. 68 (1981).

October 27, 1995: Child Abuse Accountability Act Implementation
The Office of Personnel Management (OPM) is adopting its interim regulations to implement the Child Abuse Accountability Act. The Act requires OPM to comply with certain court orders for the enforcement of a judgment rendered against an employee or retiree for physical, sexual, or emotional abuse of a child. These regulations establish procedures under which OPM will receive and process court orders, determine the amounts available to satisfy a court order, and make payments under the Act.

October 27, 1995: Processing Garnishment Orders for Child Support and/or Alimony
This document contains corrections to two sets of final regulations. This document corrects the final regulations which were published on Wednesday, January 25, 1995, (60 FR 5044), which listed the agents designated to accept service to process for governmental entities in support garnishment actions. This document also contains corrections to the final regulations which were published on Monday, July 10, 1995 (60 FR 35468), which listed the designated officials responsible for facilitating the service of legal process on members of the Uniformed Services and other Federal employees in the Executive Branch.

October 25, 1995: Retirement; Alternative Forms of Annuity
The Office of Personnel Management (OPM) is issuing interim regulations on alternative forms of annuity to establish a standard for determining what constitutes a critical medical condition to replace the standard that the Merit Systems Protection Board determined was invalid.

October 17, 1995: Separate Maintenance Allowance for Duty at Johnston Island
The Office of Personnel Management is issuing proposed regulations that would change the method for setting separate maintenance allowance (SMA) rates for duty at Johnston Island. Under the proposed method, SMA rates for Johnston Island would be set at the same amount and adjusted at the same time as SMA rates established by the Department of State for employees who receive an SMA in foreign areas.

October 16, 1995: Career and Career-Conditional Employment
The Office of Personnel Management (OPM) is adopting policies on the career-conditional employment system--on career tenure, reinstatement, transfer, and probationary period requirements--previously contained in the former Federal Personnel Manual. Except for several minor adjustments, the previous policies remain intact.

October 16, 1995: Pay Under the General Schedule; Locality Pay Areas for 1997
The Office of Personnel Management is issuing proposed regulations to remove three metropolitan areas from the "Rest of U.S.'' locality pay area and establish three new locality pay areas in January 1997 corresponding to these metropolitan areas. The three metropolitan areas affected by this proposed regulation are the following: (1) Milwaukee-Racine, WI; (2) Minneapolis-St. Paul, MN-WI; and (3) Pittsburgh, PA. These proposed changes are based on a recommendation of the Federal Salary Council.

October 4, 1995: Federal Employees' Group Life Insurance Program: Assignment of Life Insurance
The Office of Personnel Management (OPM) is issuing interim regulations to implement section 4 of Public Law 103-336, which amended the Federal Employees' Group Life Insurance (FEGLI) law to provide that all Federal employees and former employees could irrevocably assign ownership of their life insurance coverage to someone else. Previously, only judges could assign ownership of their insurance.

October 4, 1995: Prevailing Rate Systems; Redefinition of Guaynabo-San Jaun, PR, Nonappropriated Fund Wage Area
The Office of Personnel Management is issuing interim regulations to redefine the Guaynabo-San Juan, Puerto Rico, nonappropriated fund Federal Wage System wage area by adding Salinas Municipality as an area of application for pay-setting purposes. No employee's wage rate will be reduced as a result of this change.

October 2, 1995: Agency Relationships With Organizations Representing Federal Employees and Other Organizations
The Office of Personnel Management (OPM) is issuing proposed regulations governing agency relations with managerial, supervisory, professional, and other organizations that are not labor organizations. These regulations are being issued as part of the implementation of the Federal Personnel Manual (FPM) sunset. The regulations incorporate certain provisions that existed in former FPM chapters 251 and 252.
