Proposed Collection; Comment Request for Review of an Existing Information Collection: Court Orders Affecting Retirement Benefits : Notice

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget a request for review of an existing information collection. The regulations describe how former spouses give us written notice of a court order requiring us to pay benefits to the former spouse. Specific information is needed before OPM can make court- ordered benefit payments.
DATES: Comments on this proposal should be received within 60 calendar days from the date of this publication.

Proposed Collection; Comment Request for Review of a Revised Information Collection: Information and Instructions on Your Reconsideration Rights, RI 38-47 : Notice

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget a request for review of a revised information collection. Information and Instructions on Your Reconsideration Rights, RI 38-47, outlines the procedures required to request reconsideration of an initial OPM decision about Civil Service or Federal Employees retirement, Retired Federal or Federal Employee Health Benefits requests to enroll or change enrollment, or Federal Employees' Group Life Insurance coverage. The form lists the procedures and time periods required for requesting reconsideration.

Submission for OMB Review; Comment Request for an Expiring Information Collection: OPM Form 1644 : Notice

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) submitted to the Office of Management and Budget a request for review of an expiring information collection. OPM Form 1644, Child Care Provider Information: Child Care Tuition Assistance Program for Federal Employees, is used to verify that child care providers are licensed and/or regulated by local and/or State authorities. Agencies need to know that child care providers to whom they make disbursements in the form of tuition assistance subsidies, are licensed and/or regulated by local and/or State authorities, in accordance with the specific requirements of their jurisdictions.

Federal Salary Council Meeting : Notice

The Federal Salary Council will meet at the date and time shown below. The Council is an advisory body composed of representatives of Federal employee organizations and experts in the fields of labor relations or pay policy. A provision of law enacted in 2000 requires the President's Pay Agent (the Secretary of Labor and the Directors of the Office of Management and Budget and the Office of Personnel Management) to determine whether five additional metropolitan areas (Austin, TX, Las Vegas, NV, Louisville, KY, Nashville, TN, and Raleigh, NC) should become separate locality pay areas under the locality pay program for General Schedules employees in 2002.

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for reclearance of a revised information collection. SF 2802, Application for Refund of Retirement Deductions (Civil Service Retirement System), is used to support the payment of monies from the Retirement Fund. It identifies the applicant for refund of retirement contributions. SF 2802B, Current/Former Spouse's Notification of Application for Refund of Retirement Deductions, is used to comply with the legal requirement that any spouse or former spouse of the applicant has been notified that the former employee is applying for a refund.

Proposed Collection; Comment Request for Clearance of a Revised Information Collection: RI 20-1 : Notice

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for clearance of a revised information collection. Annuitants who were entitled to minimum annuity before the repeal of the minimum annuity provisions on February 27, 1986, continue to be paid minimum annuity. OPM uses RI 20-1, Minimum Annuity Application, to determine if an annuitant qualifies for minimum annuity.

Proposed Collection; Comment Request for Clearance of a Revised Information Collection: RI 25-14 and RI 25-14A : Notice

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget (OMB) a request for clearance of a revised information collection. RI 25-14, Self-Certification of Full-Time School Attendance, is used to survey survivor annuitants who are between the ages of 18 and 22 to determine if they meet the requirements of Section 8341(a)(C), and Section 8441, title 5, U.S. Code, to receive benefits as a student. RI 25-14A, Information and Instructions for Completing the Self-Certification of Full-Time School Attendance, provides instructions for completing the Self-Certification of Full-Time School Attendance survey form.

Submission for OMB Review; Comment Request for Reinstatement, With Change, of a Previously Approved Information Collection for Which Approval Has Expired: Forms RI 38-117, 38-118, AND 37-22 : Notice

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget a request for reinstatement, with change, of a previously approved information collection for which approval has expired. RI 38- 117, Rollover Election, is used to collect information from each payee affected by a change in the tax code (Public Law 102-318) so that OPM can make payment in accordance with the wishes of the payee. RI 38-118, Rollover Information, explains the election. RI 37-22, Special Tax Notice Regarding Rollovers, provides more detailed information.

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget a request for review of an expiring information collection. RI 30-10, Disabled Dependent Questionnaire, is used by the Office of Personnel Management to collect information about the medical condition and earning capacity of disabled adult children to determine whether they are eligible for health benefits coverage and/or survivor annuity payments under the Civil Service Retirement System or the Federal Employees Retirement System.

5 CFR Parts 330, 332, 351, 353 -- Career Transition Assistance for Surplus and Displaced Federal Employees: Interim regulation with request for comment.
The Office of Personnel Management is issuing interim regulations making the current career transition assistance programs permanent to help Federal employees displaced from their jobs by downsizing. These interim regulations remove the September 30, 2001 sunset date and reporting requirements and eliminate the Interagency Placement Program.
