TRAINING


The FBI has significantly expanded the resources dedicated to workforce training, instituted a new training management structure, and adapted training to help the FBI meet changing threats.

Emphasis on career long learning and adapting to change

  • Expanded the Training Division to form the Training and Development Division, and created the Office of Training Development to focus on developmental training for on-board employees
  • New Virtual Academy enables FBI personnel to access a wide range of training from their desktop
  • New classes include: Human Intelligence Development, Basic Counterintelligence Operations for Special Agents; Basic CI Operations for Analysts; Reports Officer; CI for Field Supervisors; CI Asset Development; CI Interviewing; Introduction to Espionage; Basic International Terrorism; CT: A Strategic and Tactical Approach; Basic IT Interview and Interrogation Techniques; Digital and Electronic Evidence Exploitation for CT Investigations; WMD Basics Course; Basic DT; Terrorist Financing; and FISA and Information Sharing.
  • Training opportunities with the U.S. Intelligence Community and higher-education institutions.
    • Joint Military Intelligence College
    • 1,500 trained through "Navigating Strategic Change" course; 40 executives trained through "Leading Strategic Change" course at the Kellogg School of Management
    • Intelligence Community Assignment Program rotational assignments
    • University Education Program
  • 2,000 FBI personnel, JTTFs, and AUSAs took computer-based Patriot Act Training; all field offices completed

Special Agents

  • New Agent Training extended from 16 to 18 weeks. Intelligence training increased from 0 to 24 hours; counterterrorism/counterintelligence training was expanded from 54 to 92 hours.
    • Reworked New Agents training program to emphasize how intelligence and criminal investigative techniques are used in tandem as part of the FBI's re-ordered strategic mission, development of an intelligence base through the operation of human sources, and liaison with other agencies.
    • Integrated Case Scenario, a counterterrorism case interwoven throughout the 18-week curriculum, teaches sophisticated investigative techniques, including source development, FISA, and undercover operations

Intelligence Career Service

  • 1,713 Intelligence Analysts trained through Analytical Cadre Education Strategy (ACES)
  • Launched Cohort Training for Intelligence Analysts, Language Analysts, and Surveillance Specialists.
    • 5-week program teaches basic intelligence tradecraft; 392 trained as of July 2006.
    • Additional specialized training: 4 weeks for Intelligence Analysts, 2 weeks for Language Analysts, and 3 to 6 weeks for Surveillance Specialists depending on their job role
  • Managers of Analysts Workshop was piloted in 8/06 with 50 Supervisory Agents and Supervisory Analysts
  • Will pilot the Human Intelligence (HUMINT) Source, Targeting & Development Course in 09/07
  • Reports Officer training and Intelligence Information Reports (IIR) courses planned for early FY07
