The services of the National Mediation Board (NMB) were invoked by the Railway Communications Workers Union on March 25, 1999, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as ATelephone Maintainers,@ employees of the Norfolk Southern Corporation.

At the time this application was received, these employees were represented by the International Brotherhood of Electrical Workers.

The Board assigned Investigator Sean J. Rogers to investigate.

Subsequently, Mr. Carl H. Tickle, Sr., President, Railway Communications Workers Union, filed a letter with the NMB which stated, AIt is our Request to withdraw our petition for representation on behalf of the Communications Workers on the Norfolk Southern Railway.@

On the basis of this letter of withdrawal referred to above, the application is converted to NMB Case No. R-6685 and dismissed.
