RE: The National Child Support Enforcement Strategic Plan for FY 2005-2009
The National Child Support Enforcement Strategic Plan for fiscal years 2005-2009 is attached. Developed by leaders in the IV-D community, including state, local, tribal, and Federal partners, this plan updates the Strategic Plan from fiscal years 2000-2004, reflecting changes in the child support enforcement program over the last five years. The Federal Office of Child Support Enforcement and its state partners originally developed a 1995-1999 Strategic Plan as part of a pilot project under the Government Performance and Results Act of 1993 (GPRA). That Plan served as the foundation for the performance-based incentive and penalty systems and revised data reporting.
The revised Plan’s mission, vision, guiding principles, goals, objectives, and indicators are intended to bring child support professionals everywhere, and all others who collaborate with the IV-D program, an understanding of how the work they do directly affects the outcomes in our program. The plan also is designed as a practical management tool for setting work priorities and focusing resources. Like its predecessors, this plan provides a direction for the course of the program over the next five years. In addition, it gives parents and taxpayers a tool for holding us accountable for progress.
We thank each person involved in developing this plan for your persistence, dedication, and flexibility. We continue to appreciate your willingness to hold yourself accountable for results on behalf of America’s children.
