This notice provides guidance on public housing agency (PHA) administrative responsibilities related to portability moves. In addition to reviewing the administrative responsibilities of the initial PHA and the receiving PHA, the notice describes the conditions that must exist in order for a PHA to deny a family's request under the portability procedures as a result of insufficient funding in accordance with 24 CFR part 982.314(e)(1). This notice also sets forth the penalties that will be imposed on PHAs that deny family requests to move on the basis of §982.314(e)(1) if the conditions necessary to deny the move on the basis of insufficient funding do not exist.

The purpose of this Notice is to inform public housing agencies (PHAs) and Tribally Designated Housing Entities (TDHEs) about Integrated Pest Management (IPM). Reference materials on IPM are located at paragraph seven of this notice. PHAs provide decent, safe, sanitary and affordable housing to more than one million families. Pest problems routinely rate as one of the top concerns by residents.

Notice PIH 2007-6 (HA) clarified the circumstances under which HUD will consider a voluntary transfer of budget authority and corresponding baseline units for the Housing Choice Voucher program (including Project-Based Vouchers and Project-Based Certificates) from the divesting Public Housing Agency's Consolidated Annual Contributions Contract (CACC) to the receiving agencies' CACC. The Uniform Financial Reporting Standards (UFRS), at 24 C.F.R. § 5.801, require Public Housing Agencies (PHAs) or any other entities , such as non-profit organizations or cities that administer the Housing Choice Voucher (HCV) Program, to submit financial information to the Department of Housing and Urban Development (HUD) electronically. With the issuance of Notice PIH 2006-3 on January 11, 2006, PHAs were reminded of the regulatory requirement to submit their fiscal year end (FYE) financial information to HUD through the Financial Assessment Subsystem for Public Housing (FASS-PH), and to submit certain leasing and cost data through the Voucher Management System (VMS). For some PHAs, this constituted their first year of providing annual financial reports to HUD through FASS-PH. During HUD's review of these submissions, certain common reporting issues were noted. Previously, DHAP rental subsidy payments for the initial group of families transitioning from Federal Emergency Management Agency (FEMA) rental assistance to DHAP were scheduled to commence on November 1, 2007. These operating requirements set forth the policies and procedures for the Disaster Housing Assistance Program (DHAP). DHAP is a HUD-FEMA pilot grant program to provide rent subsidies for non-HUD assisted individuals and families displaced by Hurricane Katrina or Hurricane Rita.

Public Housing Agencies (PHAs) that agree to administer DHAP must do so in accordance with these requirements and any subsequent HUD directives and guidance for the program.

On June 18, 2007, the Department advised public housing agencies (PHAs), through the issuance of Notice PIH 2007-14, Implementation of the Federal Fiscal Year 2007 Funding Provisions for the Housing Choice Voucher Program, of the availability of funds from the $100 million set-aside provided under the Revised Continuing Appropriations Resolution, 2007 (Revised CR 2007). The purpose of this notice is to advise all PHAs of the Department's decision to re-open the application period for requests for funds from the $100 million set-aside provided under the Revised CR 2007 and to extend the period of eligibility for portability and unforeseen circumstances into CY 2007. This notice revises specifically Paragraph 9 "$100 million Set-Aside to Adjust PHA Baseline" of PIH Notice 2007-14.

This Notice informs DVP administering public housing agencies (PHAs) that the DVP has been extended beyond its previous sunset date of September 30, 2007. In addition, the time period for the waiver of the normally applicable voucher program tenant rent contribution requirements for DVP families has been changed. The waiver of the tenant’s rent contribution now applies to all DVP families until December 31, 2007.

This Notice sets forth HUD's revised implementation of the Housing Choice Voucher program administrative fee provisions of the HUD Fiscal Year 2003 Appropriations Act ("2003 Act"), Pub.L. No. 108-7, 117 Stat. 11, and serves as a correction and revision to the previously published Financial Management Center (FMC) Bulletin #07-04, published August 26, 2004. Specifically, this Notice retracts the paragraph entitled "105% Administrative Fee Adjustment Update" of that FMC Bulletin. The revised implementation and the administrative fee provisions discussed in this Notice only apply to Calendar Year 2003 administrative fees. Administrative fees provided for subsequent years (e.g., Calendar Years 2004 and 2005) are not affected by this Notice or the administrative fee provisions of the 2003 Act. This notice revises the procedure for the calculation of voucher housing assistance payments (HAP) under PIH Notices 97-29, 98-19, 99-16, and 00-09 for families that received enhanced vouchers as the result of an owner decision to prepay the mortgage or voluntarily terminate the FHA mortgage insurance of a "preservation eligible" property in FY 1997, 1998, and 1999. The notice provides instructions to PHAs on identifying impacted families, re-calculating housing assistance payments (HAP) for the period in question, and paying this assistance directly to the impacted families.

This Notice renews and revises Notice PIH 2000-13 issued April 7, 2000. It explains the requirement that all PHAs that administer public housing or HCV programs must submit, on a timely basis, 100 percent of family records to HUD's PIC as set forth by 24 CFR Part 908 and the consolidated annual contributions contract (CACC). PIC is the Department's official system to track and account for public housing and HCV family characteristics, income, rent, and other occupancy factors. PHAs must submit their Form HUD-50058 records electronically to HUD for all current public housing and HCV families. PHAs must submit accurate records with no fatal edits (edits that cause PIC to reject records to maintain the integrity of the PIC data) for HUD to consider the records successfully submitted.

Increasing homeownership among low-income and minority households is one of HUD's most important 2005 initiatives.
