FEDERAL RETIREMENT THRIFT INVESTMENT BOARD ANNOUNCES
VENDOR SELECTION FOR PRINTING AND MAILING SERVICES

        Washington, D.C. (March 24, 2006) — The Federal Retirement Thrift Investment Board announced today that R.R. Donnelley of Chicago, Illinois, has been selected as the provider for bulk mailing services for the Thrift Savings Plan (TSP) for Federal employees. The company will be providing services through its Dynamic Communication Solutions business unit primarily from its production facility in Thurmont, Maryland. The selection results from a competitive procurement initiated by the Board in October 2005 through a Request for Proposals (RFP).

        The services include printing and mailing Agency documents, education and marketing materials (high-quality financial statement processing, variably imaged marketing programs and books, enrollment documents, short-run print, tax forms, PIN mailers, newsletters, etc.) to participants, beneficiaries, and third parties using all United States Postal Service processes that guarantee lowest bulk mailing discounts.

        The TSP is a retirement savings plan for Federal employees and is similar to the 401(k) plans offered by many private employers. It was created by the Federal Employees' Retirement System Act of 1986. As of February 28, 2006, TSP assets totaled approximately $179 billion, and retirement savings accounts have been established for over 3.5 million participants.

        R.R. Donnelley is one of the largest printing companies in North America. The Dynamic Communication Solutions business unit’s sales were $700 million in 2004 and its facilities produced 3.7 billion imaged pages and mailed more than 2 billion packages. It also manages custom, high volume mailing applications for approximately 600 corporations and government agencies in the United States and Canada.
