Overview

The Energy Assistance Section administers two federally-funded programs through subrecipient agencies. These programs are the Comprehensive Energy Assistance Program (CEAP) and the Weatherization Assistance Program (WAP). CEAP provides heating and cooling home energy assistance. WAP provides weatherization services. To apply for services, you may use the links below to obtain contact information for the local agencies. You must contact the local agency to obtain an application. For energy crisis assistance, contact the CEAP program.

If you need assistance weatherizing your home (WAP), find the local WAP service provider (PDF) nearest you. You may also call toll free at (888) 606-8889 between 8 a.m. and 5 p.m., Monday through Friday. Comprehensive Energy Assistance Program (CEAP)

The Comprehensive Energy Assistance Program (CEAP) is a utility assistance program. CEAP is designed to assist low income households in meeting their immediate energy needs and to encourage consumers to control energy costs for years to come through energy education. The CEAP involves integration of all LIHEAP-funded programs, thereby enhancing efficiency and effectiveness of services provided to clients and eliminating duplication of services. The CEAP is administered through subrecipients which collectively cover all 254 counties of the state.

How to apply for CEAP assistance

To apply for services, you must contact the local subrecipient to obtain an application. Call TDHCA's toll free line at (877) 399-8939 (from a land line—not a cell phone) or download the CEAP service provider list (PDF) to locate the local CEAP subrecipient nearest you.

Weatherization Assistance Program (WAP)

The Weatherization Assistance Program for Low Income Persons (WAP) is designed to promote energy efficiency in the residences of low income Texans. The program provides for energy-related improvements to homes, and educates consumers about energy conservation. The program goal is to reduce the energy cost burden of low income households through energy efficiency. The WAP is administered through subrecipients, which collectively cover all 254 counties of the state.

How to apply for WAP assistance

To apply for services, you must contact the local subrecipient to obtain an application. Call TDHCA’s toll free line at (888) 606-8889 (from a land line—not a cell phone) or download the WAP service provider list (PDF) to locate the local WAP subrecipient nearest you. CEAP and WAP are not "Entitlement" Programs

This means that:

  • Program funds must be available;
  • One must apply for the assistance and qualify;
  • The assistance is not limitless (there are caps for assistance); and
  • The assistance is determined on a case-by-case basis.

The Energy Assistance Section also administers four Utility Partnership programs, whereby utilities coordinate Demand Side Management (energy conservation) programs with TDHCA's weatherization programs. These programs operate in conjunction with the LIHEAP WAP-funded and the DOE WAP-funded state Weatherization Assistance Programs.
