The African Development Foundation (ADF) intends to make a sole-source award for the acquisition of Country Program Coordinator (CPC) Services. These services will be required for approximately six months. The CPC is responsible for the oversight of the ADF program in the assigned country. The CPC ensures that the ADF programs are well managed, and have significant, positive impacts on the enterprises, grassroots groups and communities being served. The CPC liaises with government officials; non-governmental organizations, community groups and associations, and the business community to promote ADF?s locally led development approach and disseminate the lessons learned from projects funded by ADF. The CPC is the principal contact point for ADF?s clients and applicants, development practitioners and the host country government. The CPC monitors the implementation of projects funded by ADF and reviews, clears and reports on all deliverables submitted by clients. ADF establishes a partnership arrangement with a local organization (Partner) with expertise in supporting small businesses and community development initiatives which provides general technical assistance to clients. The CPC collaborates with the Partner to ensure high quality client service and effective implementation of the ADF country program.

The Foundation currently has an urgent need to obtain these services for its program in Liberia. Pursuant to Section 506(a)(5) of the African Development Foundation Act (Act) and 48 CFR Chapter 57 ? African Development Foundation (Part 5706) Competition Requirements, Authority: 40 U.S.C. 474, Subpart 5706.3 ? Other Than Full and Open Competition, ADF intends to make a sole-source award to James Addo. The Foundation is convinced that project identification and development consistent with the ADF?s statutory mandate and its program approval requirements would be substantially delayed in FY2008 if Mr. Addo were to depart or be replaced at this late juncture in the fiscal year. In addition, because of his expertise and knowledge of the programs and his close monitoring of ADF-funded programs his absence would greatly increase the risk of inadequate oversight of or misuse of ADF funds. Mr. Addo has been an essential participant in all of the Liberia country reentry negotiations and programming since 2006. Mr. Addo?s unique knowledge of the program and contacts is seen as critical to the successful and timely completion of new and ongoing projects and to the success of the overall program.



This notice of intent is not a request for competitive quotations. ADF will respond to all written questions received no later than 5 days after publication of this notice. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. No solicitation is available. Place of Performance: Washington, D.C with frequent extended travel to Liberia.
