Subject: Solicitation Number ADF-08-HQ-R-008 for a personal service contractor


The United States Government, represented by the African Development Foundation is seeking applications from qualified United States Citizens interested in Proving Personal Services Contract (PSC) services as described in the attached solicitation. Submissions shall be in accordance with this solicitation and at the place and time specified.


Interested applicants must submit: (1) resume (ii) three references, who are not family members or relatives, providing working telephone numbers and email addresses. (iii) response to the Knowledge Skills and Abilities (KSA) and a cover letter highlighting your reason for applying for the position to include written certification of the date and length of time for which the candidate is available for the position. The African Development Foundation anticipates awarding one (1) PSC as a result of this solicitation. This does not constitute any guarantee that a PSC will be awarded as a result of this solicitation nor does it constitute any authorization by ADF to reimburse costs incurred in the preparation of an application.


POSITION TITLE: Administrative Assistant (Typing)
MARKET VALUE: $35,392.00 to $45,883.00 (Final compensation will be negotiated within the listed market value based upon the candidate's past salary, work history and education background.
Period of Performance: Base period of 12 months with 2 consecutive 12 month unilateral Government options
Place of Performance: ADF Headquarters, 1400 I Street, NW, Washington, DC


I. Introduction:


This position is located in the immediate Office of Management and Administration. The office is responsible for the facilities management, human resources, executive secretariat, business operations, contract management and equal employment opportunity. The incumbent will perform both administrative and clerical work. The incumbent also provides executive administrative support to staff in the Office of the President and the Field Operations Division.


A. Major Duties and Responsibilities:


Serves as the principal office assistant to the Director of M&A and her staff. Must be cognizant of all phases of the Office of Management and Administration in order to carry out the mandates of this position. Assists in the formulation and monitoring of the Management an Administration Budget. Handles a variety of confidential personnel information for the Director of M & A and her staff. Assignments are received through the normal flow of work and on a project basis from the supervisor. The employee along with the supervisor develops deadlines and what approaches are necessary to accomplish the work.


Assists in the preparation of budget estimates using records and historical data to provide budget entry for budget formulation. Recommends transfer of funds within M&A's various accounts to provide for unprogrammed needs to meet mission accomplishment. Independently maintains files relating to budget formulation transferring suspended documents from one year to another as required.


Serves as the single point of control, for all personnel actions within the office of M&A. Responsible for the receipt, recording, and distribution of personnel and pay change action notices. Reviews/Records Performance Appraisals.


Types narrative, tabular, tabular and statistical data in final form from rough draft. Types memorandums, reports, letters and forms in accordance with established guidelines. Responsible for proper grammar, spelling, punctuation, and capitalization and following established formats. Reviews all outgoing correspondence, including memorandums, letters and requisitions assuring that proper format, correct grammatical content, coordination of facts and adherence to established policies and procedures of the Office of Management and Administration (M&A).


Receives requests for information, advises when the information can be furnished; searches for, summarizes and provides information from files and records or follows up with other offices within the office to see that it is provided. Maintains a tickler file for all correspondence received from other offices within ADF with a due date and monitors this file to make sure all due dates are met and if not requests an extension from the requestor. Composes routine non-technical correspondence.


Establishes, maintains and coordinates a filing system for the Office of M&A. Files such items as weekly supply reports, M& A reports, reading files, memorandums, performance evaluation, time and leave records, personnel/personal data on employees, table of allowances, annual budget data. Maintains the files of current pertinent regulations, manuals, etc. updating as changes are received. Develops and maintains pd log, position description books, vacancy announcement books.


Develops, maintains and revises supply information. Maintains supplies in supply room.
Processes incoming and outgoing agency mail and packages, including the processing of express and international mail, and maintains an incoming mail tracking log. Maintains inventory of mailing supplies and places orders to replenish same.


In the absence of the Human Resources Assistant, provides back-up in the collection and faxing of time and attendance sheets and in the collection of the sign-in sheets.


When necessary, provides back-up support to the Agency's receptionist desk. In this capacity, receives and forwards telephone calls and greets office visitors. Sorts incoming mail as necessary, and signs for express mail.


Works under the close supervision of the Director Management and Administration. Advice and assistance from the supervisor are available for the non-routine and unusual. Guides used by the incumbent include ADF policies, Fiscal Division guidance, subject files, and departmental policies. These guidelines are applicable to assignments; however, the incumbent will be required to exercise good judgment when making minor deviations. Work is reviewed through discussions with supervisor, reports submitted, achievement of objectives, and conformance with administrative policies.


B. Supervisory Controls


This position reports to the Director of Management and Administration. The incumbent initiates work and works independently on routine tasks. The incumbent receives new assignments and is provided direction, expectation and work is reviewed during progress and upon finalization.


C. Guidelines


Guidelines are in the form of ADF policies and procedures. In the event that there is no policy for an assignment, the incumbent relies on the direction of the Director, Management and Administration for guidance. Routine work is expected to be at the judgment of the incumbent.


D. Complexity


Work consists of different and often unrelated steps that must be carried out to complete assignments. The incumbent uses his/her analytical skills to identify the nature and scope of problems or issues and analyzes factual data. The incumbent determines the appropriate methods and techniques to resolve problems and/or issues.


E. Scope and Effect


The work involves responding to a variety of routine problems, questions and situations. The incumbent resolves M&A issues and questions. Accurately enters log data and other statistical or numbers. The incumbent prepares memorandum and other documents accurately. The work of the incumbent directly supports the Office of Management and Administration.


 


 


F. Personal Contacts Purpose of Contacts


Personal contacts include Foundation employees at all levels and the general public. Routinely deals with officials, specialists/experts of other Federal agencies, representatives of private organizations and educational institutions. The purpose of contacts is to plan, coordinate or advise on work efforts.


G. Physical Demands:


The work is primarily sedentary. The work may require carrying light objects such as files, books, and papers. No special physical qualifications are required.

H. Work Environment:


The work is performed in an office setting.


II. KNOWLEDGE, SKILLS, ABILITIES REQUIRED


Must possess excellent typing. In addition, experience in administrative or clerical work which demonstrates possession of the knowledge, skills and abilities required to serve as a principal office assistant, including all of the following:


Ability to organize effectively the flow of clerical processes in an office;


Ability to organize and design a filing system;


Ability to locate and assemble information for various reports, briefings, and conferences; and


Ability to compose non-technical correspondence.


In addition, proficiency in using the WANG Word Processor is highly desirable. This position has been determined as non-essential for hazardous weather condition.

Performs other duties in the Office of Management and Administration as assigned.



III. MINIMUM QUALIFICATIONS


The incumbent must:


a. have a high school diploma from an accredited institution.
b. be fluent in the English language both orally and written.
c. have at least four (4) years of experiences in administrative or clerical work which demonstrates possession of the knowledge, skills and abilities required to serve as a principal office assistant, including all of the following: Ability to organize effectively the flow of clerical and administrative processes in an office; Ability to organize and design a filing system; Ability to locate and assemble information for various reports, briefings, and conferences; and ability to compose non-technical correspondence.
d. be at least 21 years of age.
e. Posses excellent typing and computer skills.


IV. Benefits/Allowances:

Federal Taxes: ADF Personal Service Contractors are not exempt from payment of Federal Income Taxes.

VI. TERMS OF APPOINTMENT AND COMPENSATION:


The term of the contract will be for 1 year with 2- consecutive 12 month unilateral Government options to renew, depending upon continuing need of the services, availability of funds and satisfactory performance.


The position has been classified at a US Government GS 6/7 level. The actual salary of the successful candidate will be negotiated within that range depending on qualifications and previous earnings history.


 


 


SELECTION CRITERIA/ EVALUATION FACTORS


a. Experience (30 points) The candidate must have at least four (4) full years of specialized experience that equipped them with the knowledge, skills and abilities to perform the duties of this position. Specialized experience includes: with little or no assistance organizes and plans the activies of an office; maintains suspense systems to ensure items assigned for action are completed and submitted timely; prepares a wide range of complex documents and correspondence using multimedia personal computer applications such as spreadsheets, word processing, graphics, presentation and desktop publishing software programs; serves as a liaison between offices and/or sections; reviews correspondence and documents prepared or signature by management to ensure compliance with regulations, rules of grammar, format guidelines and special policies of the organization.


b. Knowledge (30 points) The candidate must be able to demonstrate still in fact-finding, analysis, problem solving and writing. Knowledge of administrative concepts and practice sin order to maintain a professional office environment and recommend and implement changes in office procedures.


c. Skills and Abilities (40 points) The candidate must have the ability to plan and organize work and set priorities in order to meet deadlines. Compose complex correspondence using appropriate style, tone, format, punctuation, spelling and grammar. Skill in operation of a personal computers including hardware, operating systems and software application packages such as Microsoft word, spreadsheets, graphics desktop publishing, slide presentation, projects management, etc.
